Egnatia Motorway Privatisation in Greece

The concession for the right to operate and maintain the Egnatia Motorway was announced in 2017 by the Hellenic Republic Asset Development Fund (HRADF). A total of 7 bidders were selected in 2018. HRADF is now proceeding with appointing advisors for the detailed tender competition and awards.

On 5 October 2016, HRAFD approved the start of the privatisation of the Egnatia Motorway.
The "Egnatia Odos" is a Motorway that crosses Northern Greece, from East to West, starting from the Port of Igoumenitsa, which connects Greece to Italy, and ending at the Greek-Turkish border.
The Egnatia Motorway is a catalyst for investments in Northern Greece in the sectors of transport, manufacturing and tourism. It facilitates trade and travel within Greece, bringing Epirus and Western Macedonia much closer to the metropolitan center of Thessaloniki (the 2nd largest Greek city), the rest of Macedonia, and Thrace.
On a European level, it is also a collector route for the Balkan and South-Eastern European transport system, since Pan-European Corridors IV (Berlin - Sofia - Thessaloniki), IX (Helsinki - Alexandroupolis) and X (Vienna - Belgrade -Thessaloniki) lead to the Egnatia Motorway.
The Egnatia Motorway consists of:
Fully constructed, operational main axis stretching from the Ionian Sea to the Turkish borders linking all major cities, airports, and commercial ports at Northern Greece;
Three vertical axes leading to Albania, North Macedonia, and Bulgaria;
18 toll stations, out of which 8 are in operation, as well as 17 motorway service stations out of which 1 is in operation;
Major civil works, representing 7% of the total length of the Motorway.
The Motorway is a backbone of Northern Greece transport system with strategic connections to Igoumenitsa, Thessaloniki, Kavala and Alexandroupoli.

Phase A of the Tender Process (pre-qualification of interested parties) was concluded on 16 May 2018. Seven investment schemes were prequalified to participate in phase B’ of the tender for the Egnatia Odos motorway:

Phase B of the Tender Process (submission of binding offers) commenced in 15 June 2018 with the release of the first draft of the concession agreement to the pre-qualified parties for their comments.
The HRADF currently is conducting an international public tender in two phases for the award of a service concession agreement in relation to financing, operation, maintenance and exploitation of the Egnatia Motorway.
