Investment Planning: Aquaculture Investment in Greece

Over the past four decades, Greece has developed one of Europe's most important marine aquaculture industries, becoming a leading producer of Mediterranean sea bass (Dicentrarchus labrax) and gilthead sea bream (Sparus aurata).

 

The sector initially evolved through the establishment of numerous small, family-owned offshore cage farms during the 1980s and 1990s, primarily focused on primary fish production.

 

Processing activities remained relatively limited, with most producers exporting chilled or frozen whole fish through wholesalers and international distributors, capturing only a modest share of the overall value chain.

As the industry matured, increasing international competition, rising production costs and the need for greater economies of scale drove significant consolidation. Larger, vertically integrated companies expanded through acquisitions, investments in hatcheries, processing facilities and export infrastructure, while many smaller producers faced increasing commercial pressures.

 

Although Greece remains one of Europe's leading aquaculture producers, the sector continues to face challenges relating to fragmentation, product differentiation, value-added processing and international market positioning.

Navigator has been actively involved in the development of the Greek aquaculture industry since its formative years, providing strategic, technical and financial advisory services to entrepreneurs, investors, financial institutions and public-sector organisations.

 

Between the late 1980s and early 2000s, the company successfully completed 22 investment feasibility studies and public funding applications for offshore marine aquaculture developments under successive Greek National Development Laws.

 

These projects secured more than €14 million in investment incentives, representing approximately 45–50% of total project investment, and contributed to the creation of more than 450 permanent and seasonal jobs throughout rural and coastal Greece.

The majority of projects involved the development or expansion of offshore sea bass and sea bream cage farming operations with production capacities ranging from approximately 200 to 600 tonnes per annum.
