
Feasibility Study: Artisanal Trout and Eel Production in Greece
Navigator undertook a strategic feasibility study for the development of an integrated freshwater aquaculture and eco-tourism destination in the mountainous region of Central Greece. The project evaluated the commercial viability of establishing a modern trout and eel farming operation, combined with value-added fish processing, hospitality and sustainable tourism activities, leveraging the area's abundant freshwater resources and natural landscape.
The proposed development comprised a fully integrated value chain including freshwater production facilities for trout and eel, a processing and smoking plant, cold storage and packaging operations, and regional distribution to the Greek hospitality sector and export markets.
Beyond primary production, the project sought to maximise profitability through the creation of complementary tourism assets, including an eight-room boutique mountain lodge, destination restaurant specialising in locally produced smoked fish, recreational fishing facilities, wellness amenities including traditional saunas, and year-round outdoor tourism activities such as hiking, nature interpretation and mountain excursions.
A distinctive feature of the study was its emphasis on smart aquaculture and digital transformation. The proposed production system incorporated an integrated sensor network and data-driven monitoring platform designed to optimise fish welfare, operational efficiency and environmental sustainability. The concept included continuous monitoring of key water quality parameters—including temperature, dissolved oxygen, pH, turbidity and other environmental indicators—together with automated biomass estimation, fish population monitoring, intelligent feeding systems and predictive operational analytics.
The objective was to combine Internet of Things (IoT) technologies, environmental sensing and data fusion techniques to enable real-time operational management, improve feed conversion, reduce production risk and support high-quality, sustainable aquaculture. Modern aquaculture increasingly relies on continuous sensor networks, automated monitoring, and AI-assisted control systems to optimise water quality, feeding efficiency, and fish health, making this approach well aligned with current industry trends.
The study also assessed market demand, production economics, investment requirements, financial projections, environmental considerations, licensing requirements, operational organisation and long-term commercial strategy. The project demonstrated how the integration of advanced aquaculture technologies with hospitality and experiential tourism could create a diversified, resilient rural investment capable of generating employment, supporting regional economic development and promoting sustainable utilisation of Greece's freshwater resources.
