
Marina Rehabilitation and Development Study, Greece
Navigator developed an integrated feasibility study and investment concept for the rehabilitation and redevelopment of an underutilised island marina in Greece. The project assessed the opportunity to transform an ageing marina asset into a commercially sustainable maritime and tourism destination combining yacht berthing, marine services, retail, hospitality, tourism and complementary shore-based activities.

The study recognised that berth revenues alone would not maximise the economic potential of the location. Navigator therefore developed a diversified commercial model in which the marina provides the core infrastructure for a wider destination economy, generating additional revenues through marine services, provisioning, retail, food and beverage, accommodation, events, recreation and other visitor activities.

Project Context
​
The marina occupies a strategically attractive location in Greece. Despite the attractiveness of the location, redevelopment requires substantially more than the rehabilitation of existing marine infrastructure. The investment depends upon establishing an appropriate long-term concession and licensing framework with the Greek State, upgrading physical infrastructure, developing commercially viable shore-based activities and creating a destination capable of attracting yacht owners, crews, visitors and local customers.

Marina Operations & Revenue Model

The study assessed the development of a professionally managed marina capable of serving permanent berth holders, seasonal customers and transient vessels.
​
Navigator analysed berth configuration, vessel sizes, occupancy, pricing and ancillary expenditure in order to develop the core marina revenue model. The analysis also considered fuel sales, utilities, yacht provisioning, maintenance and other services required to increase expenditure per vessel and strengthen the commercial attractiveness of the marina.

The operating concept emphasised service quality, security, environmental management and digitalisation as important elements in differentiating the marina from smaller and less professionally managed regional facilities.

Shore-Based Commercial Development
​
A central conclusion of the feasibility study was that the long-term value of the project could not be assessed solely through berth revenues. Navigator therefore evaluated the development of a wider commercial ecosystem incorporating activities such as:

​
The project evaluated the potential to position the marina as part of the wider tourism economy of Greece. Rather than functioning simply as a location for yacht storage or berthing, the development concept sought to attract yacht owners, crews, visitors and land-based tourists through hospitality, gastronomy, recreation and events. This approach creates opportunities to increase the economic contribution of the marina while supporting local employment, suppliers and tourism businesses.

Infrastructure, Sustainability & Technology
​
Navigator assessed the physical and operational improvements required to support the redevelopment, including marina infrastructure, utilities, safety systems, environmental management and shore-based facilities. The concept incorporated modern digital marina management systems together with opportunities for energy efficiency, renewable energy, improved waste management and environmentally responsible marina operations.

Where appropriate, the development strategy also considered modular and removable infrastructure to reduce investment exposure associated with the concession structure and facilitate phased development.

Concession & Investment Strategy
The concession represents the fundamental enabling asset for the proposed investment. Navigator therefore identified the duration, scope, investment obligations and legal protections associated with any future concession agreement as critical determinants of project bankability. Significant private investment in marina infrastructure and shore-based development requires sufficient concession duration and commercial rights to allow investors to recover capital and generate an appropriate return. The proposed strategy therefore places concession clarification and investment structuring ahead of major capital commitments.

Phased Development
​
Navigator developed the project around a phased investment strategy designed to reduce initial capital exposure while allowing commercial activities to expand as demand develops. The approach envisages initial rehabilitation and professionalisation of marina operations, followed by progressive development of marine services, retail, hospitality, recreation and other destination activities. This allows the project to establish operating performance and market demand before committing capital to larger complementary developments.

Outcome & Investment Opportunity
​
The feasibility study identified the potential to transform an underutilised marina into a diversified coastal destination combining maritime infrastructure with tourism, hospitality, retail and marine services. The project also provided the basis for a broader investment concept: the potential acquisition, concession, rehabilitation and professional management of other underperforming marina and coastal assets in Greece using a common development and operating model.
