International Tuna Sourcing & Supply Chain Development

International Tuna Sourcing & Supply Chain Development Study, Greece / Thailand / Solomon Islands

Navigator Consulting undertook an international sourcing and market development study examining opportunities to diversify canned tuna imports into the Greek market through alternative supply sources in the Asia-Pacific region. The project was implemented in cooperation with the ACP-EU Centre for the Development of Industry (CDI) and sought to establish commercial relationships between major tuna fisheries and processors in Thailand and the Solomon Islands and seafood importers and distributors in Greece.

At the time, the Greek fresh (chilled/frozen) tuna market relied heavily on Mediterranean and European supply chains, resulting in periodic supply shortages, price volatility and limited supplier diversification. The study evaluated the commercial, logistical and regulatory feasibility of developing direct import relationships with leading international tuna processors, with particular emphasis on product quality, pricing, transport logistics, food safety standards and long-term commercial partnerships.

Services provided included:

  • International sourcing strategy.

  • Global supplier identification and screening.

  • Seafood market research and competitive analysis.

  • Import market assessment for Greece covering retail and HORECA.

  • International supply chain analysis for chilled and fresh tuna.

  • Commercial due diligence of tuna seafood processors.

  • Tuna fishery supplier capability and quality assessment.

  • Pricing and procurement analysis.

  • Logistics and international shipping assessment.

  • Food safety and regulatory compliance review.

  • Tuna fish import barrier and market entry analysis.

  • Partner identification and business matchmaking.

  • Commercial negotiation support.

  • Strategic sourcing recommendations.

The project demonstrated how international procurement strategies could strengthen supply security, improve pricing competitiveness and diversify sourcing risks within the seafood industry, and specifically for tuna fish.

By connecting Greek importers with established tuna fisheries and processors in Southeast Asia and the Pacific, the study highlighted opportunities to develop more resilient international supply chains while supporting export-oriented seafood industries in developing economies. The assignment also provided early experience in global value chain development, international trade facilitation and cross-border agribusiness partnerships.
