Private Island Sale and Development Feasibility Study, Greece

Navigator Consulting was appointed to evaluate and market a privately owned Greek island with potential for residential, tourism and hospitality development. The assignment combined property sales preparation with a comprehensive feasibility study addressing ownership, planning, infrastructure, access, construction and operating requirements.

The island offered an exceptional natural setting, existing structures and limited development rights. Its commercial potential was complicated by fragmented ownership, differing owner interests and the need to establish a credible development proposition for prospective investors.

Navigator developed two principal investment scenarios: a lower density residential development based on four to five exclusive villas, and a larger tourism or residential development requiring rezoning and planning approval for approximately 2,000 square metres of built area.

What We Did

​

Navigator completed the commercial, property, planning and infrastructure analysis required to position the island for sale and assess its development potential. Our work included:

​

  • Repeated site visits and physical assessment of the island

  • Ownership and title analysis

  • Review of existing structures and development permissions

  • Analysis of zoning, building coefficients and permitted uses

  • Assessment of rezoning and expanded development potential

  • Development of residential and tourism investment scenarios

  • Preliminary analysis of villa construction and renovation requirements

  • Assessment of marine and land based transport access

  • Review of electricity, water, sewerage and waste management requirements

  • Evaluation of staffing, maintenance, security and operating requirements

  • Analysis of potential docking and marine access infrastructure

  • Preparation of investor presentation and property marketing materials

  • Support for discussions with prospective purchasers and investors

 

Ownership and Transaction Analysis

The island was held through a complex family ownership structure. Differing interests among the owners created additional transaction risk and required careful management of communications, negotiations and sale conditions. Navigator reviewed:

​

  • Available ownership and title documentation

  • The interests of the respective ownership parties

  • Existing property and development rights

  • Requirements for achieving an agreed sale

  • Potential conditions precedent for investors

  • Legal, planning and technical matters requiring confirmation

  • Risks associated with negotiating and completing the transaction

 

This work allowed prospective investors to distinguish between the physical development opportunity and the ownership, approval and transaction risks that would need to be resolved before acquisition.

Development Option 1: Low Density Villa Development

​

The first scenario assessed the development of four to five high value villas as an exclusive residential compound, private retreat or small managed hospitality property. The concept included:

  • Renovation or reuse of existing structures where feasible

  • Construction of four to five private villas

  • Staff accommodation and operational support facilities

  • Private marine access and docking

  • Electricity generation or connection to the mainland grid

  • Potable water supply and storage

  • Sewerage and wastewater treatment

  • Waste collection and removal

  • Security, landscaping and island maintenance

  • Transport arrangements for residents, guests, staff and supplies

 

This option offered a lower density development route based primarily on existing planning rights and limited additional construction.

Development Option 2: Expanded Tourism Development

​

The second scenario examined rezoning and planning approval for approximately 2,000 square metres of total development based on the tourism development law. Potential uses included:

​

  • A small luxury resort

  • An exclusive villa development

  • A private residential retreat

  • A wellness or cultural destination

  • A managed hospitality property

  • A combined residential and tourism investment

 

This scenario offered greater commercial potential but required additional planning, environmental, technical and infrastructure studies. It also involved a longer approval timetable and greater development risk.

Infrastructure and Operating Requirements

​

Island development requires infrastructure that would normally be supplied through municipal networks or existing property services. Navigator assessed how essential utilities and operating systems could be provided independently or connected to the mainland. The analysis covered:

​

  • Grid connection and submarine electricity cable options

  • Independent electricity generation and backup capacity

  • Potable water transport, storage and desalination

  • Sewerage and wastewater treatment

  • Solid waste storage and removal

  • Telecommunications

  • Docking and marine transport

  • Emergency and evacuation arrangements

  • Staff accommodation and transport

  • Property management, maintenance and security

  • Construction logistics and delivery of materials

 

These requirements were incorporated into the feasibility assessment because they materially affected investment cost, operating expenditure and the practical viability of each development scenario.

Market Positioning and Sale Preparation

​

Navigator translated the island’s physical characteristics and development potential into a structured investment proposition for prospective purchasers.

The sales preparation included:

​

  • Definition of potential investor profiles

  • Development of residential and tourism use cases

  • Preparation of property and investment presentation materials

  • Analysis of access to nearby destinations and transport hubs

  • Positioning of the island as a private retreat or limited scale hospitality investment

  • Identification of development opportunities and associated risks

  • Initial investor communication and transaction support

 

The marketing approach presented the island as a development opportunity subject to ownership resolution, detailed technical due diligence and the necessary planning approvals.

Outcomes and Results

​

Navigator established a documented basis for marketing the island and evaluating its development potential. The feasibility study compared a lower density villa concept with a more ambitious rezoning scenario and identified the ownership, planning, infrastructure and operating issues that would affect an investor’s decision.

The assignment demonstrated that the island possessed substantial residential and tourism potential, while also showing that transaction readiness depended on resolving the ownership structure and confirming development rights.
