
Fishing Fleet Technology Transfer & Restructuring Study, Germany / Greece
​During the restructuring of the European fishing industry in the mid-1990s, Navigator Consulting & Innovation Partners participated in a strategic assessment examining opportunities to redeploy surplus commercial fishing vessels from the declining German North Sea fishing fleet to the expanding Mediterranean fisheries sector.
At the time, structural changes in Northern European fisheries, together with vessel decommissioning programmes and changing fish stocks, were creating a significant supply of modern trawlers available for disposal, while the Greek fishing sector continued to modernise through European Union investment and structural support programmes.

The study evaluated the technical, operational and economic feasibility of transferring selected German fishing vessels for operation in Greek and wider Mediterranean fisheries. Particular emphasis was placed on determining whether vessels designed for North Atlantic operating conditions could be successfully adapted to Mediterranean fisheries, taking into account differences in fishing methods, target species, environmental conditions, maintenance requirements and operating economics.
The project represented an early example of cross-border technology transfer and fisheries asset optimisation within the European maritime sector.

The study demonstrated how surplus fishing assets generated through structural changes in one European fishing region could potentially be redeployed to improve productivity and investment efficiency elsewhere. By combining technical vessel assessment with operational, financial and strategic analysis, the project provided a framework for evaluating cross-border fleet restructuring opportunities within the European fisheries sector and highlighted the importance of aligning vessel technology with local environmental conditions, fishing practices and commercial requirements.
