Fisheries & Aquaculture Management Capacity Building Programme, Cyprus

Navigator Consulting designed and delivered a specialised fisheries and aquaculture management programme for the Cyprus Chamber of Commerce & Industry (CCCI) under the Human Resource Development Authority (HRDA).

 

Delivered in advance of Cyprus' accession to the European Union, the programme was designed to prepare fish farming and seafood processing enterprises for the commercial, regulatory and operational challenges associated with integration into the European Single Market and the implementation of the Common Fisheries Policy (CFP).

The programme combined a two-day executive training seminar with individual consultancy visits to six aquaculture and seafood processing companies throughout Cyprus. Particular emphasis was placed on improving operational competitiveness, product quality, food safety and long-term business strategy within an industry characterised by limited opportunities for physical expansion due to coastal geomorphology, environmental protection requirements and competing tourism development. 

 

The programme examined how Cypriot producers could improve competitiveness through operational excellence, technology adoption, value-added processing and enhanced management practices, despite the constraints imposed by limited production sites and a relatively small domestic industry.

The programme highlighted the structural characteristics of the Cypriot aquaculture sector, where strong domestic demand reduced immediate export pressures, while geographical, environmental and regulatory constraints limited opportunities for large-scale expansion.

 

It demonstrated that future competitiveness would depend less on increasing production capacity and more on improving productivity, quality, processing, management capability and value creation throughout the seafood supply chain.

 

By combining executive education with tailored company-level advisory services, the programme helped participating enterprises prepare for an increasingly competitive European business environment while strengthening the long-term resilience of the sector.
