
Integrated Beachfront Hotel and Villa Development, western Crete
Navigator Consulting developed an integrated property and tourism development concept for a large seafront landholding on a Greek island. The proposed mixed use development combined a beachfront hotel and hospitality facilities with the phased construction and sale of private villas.
The investment concept used villa sales to support development financing while establishing a long term tourism operation through the managed rental of participating properties. Villa owners would have the option to lease their properties back to the hotel operator, generating rental income while expanding the accommodation inventory available to the resort.
The indicative development programme represented an investment of approximately €90 million.

Navigator developed the preliminary investment concept, property development programme and financial structure for the proposed resort. Our work included:

Development Concept
The concept combined a beachfront hospitality anchor with different categories of private villas and supporting leisure facilities. The development programme included:

The site extended to approximately 150,000 square metres. Preliminary planning assumptions indicated a potential building area of approximately 22,000 to 31,000 square metres, subject to confirmation through legal, planning, architectural and technical due diligence.
Property Sales and Leaseback Strategy
The commercial model combined property development income with recurring tourism revenue. Villas would be developed and sold to private owners. Participating owners could then place their properties into a centrally managed rental programme operated in conjunction with the hotel and resort facilities.
