
Achieving the Lisbon Goals: The Contribution of Vocational and Educational Training Systems
Navigator Consulting participated in a project consortium led by the Qualifications and Curriculum Authority (QCA) of London for the development of a major study analyzing the Lisbon Agenda and the specific role of Vocational Education and Training (VET) systems.
Our remit is to analyse the education and knowledge management-related objectives of the Lisbon Agenda and compare these to progress made in implementing Lisbon at the national level in 31 EU and associated countries.
Our specific tasks included:

European VET policy and systems analysis; labour market analysis; employment policies;

Comparative analysis with the Lisbon Agenda objectives (as well as other key policies, including Bologna process, Copenhagen declaration and others) as well as US and Japanese systems;

Identification of best practise at the European Union level;

Country reports for Greece, Cyprus, Malta and Slovenia;

Analysis of corporate training and HR activities as well as entrepreneurial training;

Recommendations for delivering Lisbon in the VET field;

Interaction with leading VET, education, labour market, employment and other experts and organizations from Europe and the USA (Andy Green, OECD, ILO, RAND Corporation, others)

Participation in briefing and report with the meeting of Education Ministers at the Maastricht Conference in the Dutch Presidency (November 2004) as well as with DG Education and Culture, DG Employment, CEDEFOP, ETF and other key organisations.
