•   Verify the competitive and market environment in Ukraine and Russia;
•   Support the entire business planning process;
•   Liaise between management and investment partners in Kyiv and London;
•   Model likely sectoral growth trends to 2007;
•   Suggest means of organisational development for the company. 

Operating under an extremely tight time frame, NAVIGATOR deployed three EU consultants, one Ukrainian staff member, and 4 sub-contractors to meet the requirements of this demanding project. 

A total of 35 industry interviews were implemented in Ukraine, including major multinational and Ukrainian players in the confectionery, beer, alcoholic drinks, beverages, processed foods and industrial components segments, as well as rapidly-consolidating Ukrainian retail sector. 

Work was implemented all over the territory of Ukraine, including Kyiv, Rubezhnoye, Donetsk, Dnepropetrovsk, Artyemovsk, Kharkhiv, Odessa, L'viv, Sumi, and a number of other locations.

 In-depth analysis into industry segments was undertaken, and growth prospects modelled. This was the result of secondary research, confirmed through industry interviews as well as primary sources in Ukraine. 

On the business planning side, work was implemented in Rubezhnoye, Kyiv, London and Paris, implementing the challenging and complex investment. A major effort was made in financial modelling. A draft organisational structure and corporate governance statement were developed. 

RESULTS
Investor approval of the business plan was gained in September - November 2002. The project is in the implementation phase, and a significant share of the budget has been disbursed. This project will significantly affect the corrugated packaging sector in Ukraine through the introduction of innovate packaging materials, while at the same time enhancing the competitive position of JSC Rubezhnoye.
